t Comimanding Officers. will. use their discretion in deciding whether a man who appears. otherwise suitable should
f. be rejected on account of conviction by the. Civil Power or by a Court Martial. For example, rio serious notice need be
taken of convictions on account of youthful. indiscretions or minor motoring offences, but where the cause of conviction
indicates a lack, of the high moral qualities which' are required of an officer, consideration must be given as to whether the:
facts: disclased point to the total unsuitability of the candidate for comimissioned rank. Due regard must howèver bé
paid to the fact that bravery and distinguished service in the field may be an overriding consideration in spite of past records.

Officer's Record of Services Book (Army Book 439).
1. It has been decided to re-introduce the officer's record of services
book (A.B. 439) to mect the need for some readily accessible record of
services and qualifications which officers can produce on being posted to
a new unit or on the arrival of a new C.0. It will also contain certain
medical and other data that it is necessary should readily be available for
officers of all ranks when the occasion demands. -
2. Every officer, including members of the Q.A.I.M.N.S. and'the
T.A.N.S., will be provided with this book which will remain in his
possession during his military service. He will be responsible that it is
kept up-to-date and that eptries are made in accordance with the instruc-
tions in the book. It will be produced whenever required by a superior
officer under whom he may be scrving.
3. Itis realized that there will be cases where entries cannot be vouched
for by a superior officer from his own knowledge. In these cases reference
will be made to the officer's duplicate record of service (A.F. B. 199A) and
past entries will be accepted and vouched for on this authority.
4. It is intended that the book shall be a record of services during the
war only and casualties-which occurred before 24th August, 1939, will not
be entered. Exceptions to this will be entries in the inoculation register
on page 5, and courses attended on page 9.
5. When an officer ceases to perform military duty and is retired,
relegated to the-reserve, disembodied, or reverted to unemployment, he
will hand his A.B. 439 to, his commander, who will send it direct to the
War Office for disposal. it.
Officers released from 'military service temporarily for stated periods
will retain their books. M
An initial distribution will be made to commands for issuc to lower
formations; further supplies will thereafter be 'indented for on the
appropriate Army Forms (see A.C.I. 1203 of 1941).
Aps
6. Steps will be taken,to ensure that all officers now serving, and those
who are commissioned in,future, are provided with the book. The book
will not be issued to Bfficers of the A.T.S. except when procecding
overseas.
Officers commissioned from 0.C.T.Us. will be issued with the book before
lea ving their 0.C.T.U. Other officers will be issued with the book by their
units on joining.
